Storm floodwater that reaches your building is biologically contaminated water — full stop.

It does not look like sewage. It may look like a gray tide across your basement floor. But storm water reaching a New York City building has traveled across streets, through saturated urban soil, and often through infrastructure shared with the sanitary system. It carries pathogens, sediment, and street contamination with it.

That makes it Category 3 water — what the IICRC S500 standard classifies as blackwater. The classification determines every step that follows: the containment a cleanup crew must establish, the personal protective equipment they must wear, and which building materials must be removed rather than dried in place.

The water category is identified on arrival, before anything is touched. A basement that looks like a simple flooding event may require the full containment and removal protocol. The water’s appearance is not the determining factor. Its source and the environment it traveled through are.

Three Brooklyn neighborhoods sit in FEMA-designated high-risk flood zones within 20 minutes of our dispatch.

Red Hook, Gowanus, and Canarsie are among Brooklyn’s most flood-exposed communities. Red Hook and Gowanus are built on low-lying land near tidal waterways. Both sit within FEMA Flood Insurance Rate Maps — the federally published maps that designate flood risk zones for NYC properties — as Zone AE or higher. Canarsie’s southern blocks border Jamaica Bay, placing parts of the neighborhood in Zone AE as well.

In Queens, Howard Beach and Far Rockaway face similar exposure. Howard Beach was inundated during Hurricane Sandy and sits almost entirely in Zone AE. Far Rockaway’s oceanfront blocks carry Zone VE designation — the coastal high-hazard classification that includes wave action, not just rising water.

What FEMA Flood Zone Maps Tell You About Your Building’s Exposure

The properties that surprise owners most are Zone AE buildings where no one knew the designation until after the storm.

I founded this company in Brooklyn in 2016. One of the first things I noticed working in flood-affected properties was how many building owners did not know their flood zone designation until after a storm. FEMA Flood Insurance Rate Maps are public documents, searchable by NYC address through the FEMA Flood Map Service Center. Most people have never looked theirs up.

Here is why that matters to a cleanup job, not just an insurance policy. Zone AE properties face high annual flood probability. Zone VE adds wave action risk on top of that. Zone X is the lower-risk designation — but in NYC, Zone X buildings near Zone AE boundaries still flood during major events because the drainage infrastructure is shared.

When we arrive at a flooded property, the zone designation informs what we expect to find. A Zone AE basement that flooded during a nor’easter almost certainly has Category 3 water in it. That is not speculation. It is the predictable result of storm water moving through shared urban drainage in a high-risk flood zone during heavy rain. The map tells us the risk profile. The moisture readings and contamination assessment tell us the actual conditions.

I have seen jobs where an owner assumed clean water because the flooding came through the walls rather than the drain. In Zone AE, water entering through a foundation wall during storm conditions has still traveled through saturated urban soil carrying street contamination. Wall entry does not make it Category 1. The source and the environment it traveled through do.

We document the water category in writing on the first visit. That written scope drives the job from that point forward.

Classification first

We Classify the Water First — So the Scope Is Built Around What’s Actually There

Every flood cleanup job starts with a written category classification before extraction begins.

Mold Water Remediation classifies floodwater using the IICRC S500 standard — Category 1 (clean water from a supply line), Category 2 (gray water with some contamination), Category 3 (blackwater containing sewage, pathogens, or chemical contaminants). For most NYC storm flood events, particularly in basement and ground-floor spaces, the classification lands at Category 3.

That classification is documented in writing before work begins. The property owner sees the scope before they approve it. Every material being removed is listed. Every area being contained is identified. A claim that begins with a written category assessment gives an adjuster a factual foundation for the scope — the paper trail starts at classification, not at invoicing.

There is a second reason category classification comes first. Category 3 events trigger the mold activation window — the 24 to 72-hour period after flooding during which wet organic materials like drywall, wood framing, and subfloor begin to support mold growth. When the category is confirmed on arrival, extraction and containment begin faster. That timing difference directly affects how much material can be saved and how much must come out.

Category 3 Cleanup Protocol: Containment, Extraction, Decontamination, Removal

Category 3 flood cleanup follows a specific sequence. Each step depends on the one before it.

STEP 01

Assess and confirm

Before extraction equipment enters the space, the affected zone is assessed for moisture spread, material contact, and category confirmation. Readings are taken across floors, lower wall sections, and any porous materials that contacted standing water. The assessment records where contaminated water traveled, not just where it is visible.

STEP 02

Contain

Containment goes up before extraction begins. Physical barriers and negative air pressure systems isolate the contaminated area from the rest of the building. Crew members enter in full PPE — Tyvek suits, respirators, face shields, nitrile gloves.

STEP 03

Extract and decontaminate

Extraction removes standing water using truck-mounted equipment capable of high-volume removal. Every surface that contacted Category 3 water is then treated with EPA-registered disinfectants.

STEP 04

Remove and dry

Post-storm material removal follows contamination confirmation. Porous materials that absorbed Category 3 water are removed. Structural drying equipment then runs until moisture readings confirm materials have reached acceptable levels, and a final inspection documents conditions before containment comes down.

Responsibility

Who Is Responsible Under the NYC Housing Maintenance Code — Tenant or Landlord?

Under the NYC Housing Maintenance Code, landlords are required to maintain habitable conditions — including addressing flood damage in tenant-occupied units.

The NYC Housing Maintenance Code — the administrative code that governs landlord obligations in residential buildings — requires landlords to respond to conditions that make a unit uninhabitable. A flooded basement apartment qualifies. So does a ground-floor unit with Category 3 water on the floor.

HPD — NYC Housing Preservation and Development — enforces the code and tenants can file complaints when a landlord fails to address flooding within a reasonable timeframe. Where flooding leads to mold, HPD’s adopted indoor allergen hazard rules set out the work practices owners must follow, and HPD classifies mold conditions by severity, with the most serious class carrying a 21-day correction period.

For landlords, the important detail is documentation. A violation that requires licensed remediation cannot be closed by painting over damage or drying the surface without addressing what is inside the wall. Closure requires evidence of proper remediation — a written scope, a licensed contractor, and a documented outcome.

For tenants, the important detail is that you have the right to a habitable unit. If flooding has made your space unsafe or unusable, you have a legal basis for a complaint. We produce documentation structured to serve both sides of that process.

Questions Owners Ask After a Storm Floods the Building

The water looked clean. Is it really Category 3?

Appearance is not the test. Storm water that reaches a New York City building has crossed streets and moved through saturated urban soil before it arrives, and it carries that contamination with it. Even water entering through a foundation wall rather than a drain is classified on its source and the environment it traveled through, not on how it looks.

How do I find out what flood zone my building is in?

FEMA Flood Insurance Rate Maps are public and searchable by address through the FEMA Flood Map Service Center. Zone AE indicates high annual flood probability, Zone VE adds coastal wave action, and Zone X is lower risk — though Zone X buildings near an AE boundary still flood during major events because the drainage is shared.

Can any of the flooded material be dried and kept?

Non-porous surfaces can be decontaminated in place. Porous materials that absorbed Category 3 water — drywall, insulation, carpet, some flooring — come out. Disinfectant treats a surface; it cannot decontaminate the interior of a material that soaked. Everything being removed is listed in the written scope before you approve it.

How quickly does mold become a factor?

The mold activation window on wet organic materials runs roughly 24 to 72 hours. That is the reason the category is confirmed on arrival rather than after extraction — faster confirmation means faster containment, and that timing decides how much material can be saved.

I am a tenant and my landlord has not responded. What can I do?

The NYC Housing Maintenance Code requires landlords to maintain habitable conditions, and a flooded unit with contaminated water on the floor qualifies. You can file a complaint with HPD. Does this differ from a sewage backup?

The contamination class is often the same, but the mechanism and the scope are not. Storm flooding enters from outside and is shaped by your flood zone and grade.
