After a structural fire in New York City, the building does not immediately become a job site.

The unit of origin is obvious. Char marks on the ceiling. Burned joists. Soot deposition on every surface — the particulate byproduct of combustion that coats surfaces during and after a fire, penetrating porous materials, HVAC systems and wall cavities. The insurance adjuster photographs it, documents the square footage, and opens a claim file.

One flight down, the picture is different. The unit below had no fire. The residents were displaced by an HPD vacate order — a NYC Housing Preservation and Development order requiring occupants to leave a building or unit determined to be unsafe — not because their apartment burned, but because the building was deemed unsafe.
