Mold Water Remediation Corp holds NY State Mold Remediation Contractor License #24-6A4P4-SHMO. It was issued July 2, 2024, by the Division of Safety and Health in Albany. That licence covers mold remediation on areas exceeding 10 square feet — the legal threshold set by New York State law.

Under Article 32 of NY State Labor Law, administered by the NY State Department of Labor mold program, mold remediation cannot be legally performed on qualifying jobs without this credential. The licence number appears on every work plan this company submits. Our legal standing is verifiable before a single wall is opened.

Article 32 also separates the roles. The company that assesses a mold problem cannot be the company that remediates it on the same project, and the post-remediation clearance assessment must be performed by an independent licensed assessor. We are the remediation contractor. The assessor is someone else, by law and by design.

How Mold Grows Inside NYC Wall Cavities Before It’s Visible on Any Surface

In NYC apartment buildings, mold is almost always further along than it looks.

The paper facing on drywall is cellulose. It is food. When a pipe joint leaks slowly inside a wall cavity for three weeks, that paper absorbs the moisture and mold begins colonizing from the inside out.

By the time a resident sees dark staining on a surface, the colony has typically been growing behind the wall for weeks — sometimes longer. It grows inside wall cavities and spreads along the paper facing of drywall. It moves through ceiling assemblies where condensation collects. Buildings with mechanical ventilation serving multiple units can move airborne spores through shared systems into adjacent spaces.

Our dispatch base at 1419 Coney Island Ave sits two miles from the Flatbush Avenue corridor — one of Brooklyn’s densest concentrations of pre-war multi-family rental buildings. HPD mold violations are filed in those buildings routinely, often because a slow interior moisture event was not caught until the colony reached a wall surface. A mold work plan is a written document specifying the scope of affected materials, containment design, remediation methods, and post-clearance testing requirements. It eliminates ambiguity before the crew arrives.

Here is what ours covers. First, we document the affected area in square footage, material type, and location. Second, we specify the containment design — which barriers go up, where negative air pressure is established, and how the work zone is isolated from occupied areas. Third, we identify which materials come out and to what boundary. Fourth, we state the post-clearance testing protocol: who conducts it, what they are sampling for, and what threshold must be met before containment comes down.

Every Remediation Job Ends With Independent Post-Clearance Air Testing

Post-clearance testing is not optional when a licensed contractor does the work — it is required.

Post-clearance testing is air sampling conducted by an independent mold assessor after remediation is complete. It confirms that airborne spore levels have returned to acceptable conditions before containment is removed and occupants re-enter.

The key word is independent. The assessor is not us. That separation is written into Article 32 for a reason: an independent air sample is objective confirmation that the remediation scope was correct, the containment held, and the space is safe. A contractor testing its own work has an obvious interest in the result.

Containment stays up until the post-clearance results support removing it. The test result becomes part of the job documentation — available for HPD submission, insurance review, or lease dispute purposes after the job closes.

STEP 01

Execution

From Containment Setup to Verified Clearance: The Licensed Remediation Sequence

The remediation sequence runs in one direction. Each phase must be complete before the next begins.

Before containment goes up, we conduct a full moisture assessment of the affected area. Thermal imaging identifies temperature differentials indicating moisture presence. Calibrated moisture meters confirm readings by material type. The result is a moisture map that defines where contamination ends and unaffected material begins — the boundary used in the work plan.

Containment barriers then isolate the work zone. Negative air pressure is established so any disturbed spores move toward filtration rather than into adjacent rooms. HEPA air scrubbers run throughout removal. Contaminated materials — drywall, insulation, wood framing, ceiling tile — are removed to the boundary the moisture data established. Removed materials are double-bagged, labelled, and staged for disposal. Unaffected structural materials are not touched. The physical removal work itself is covered in detail on its own page.

When removal is complete and the work zone has been cleaned and treated, we notify the independent mold assessor. They conduct air sampling inside and outside the former containment zone. If the test passes, containment comes down. If it does not, we address what the test identified before clearance is issued. The passing result is added to the job file.

Questions Owners and Boards Ask Before Licensed Remediation

Why can’t you do the inspection and the remediation?

Article 32 of NY State Labor Law prohibits the same company from performing both assessment and remediation on the same project, and it requires an independent assessment to define the remediation scope. The separation exists to remove the incentive to overstate a problem in order to sell a larger job. We are the licensed remediation contractor; the assessor is independent of us.

What is the 10 square foot threshold about?

It is the point at which New York State requires a licensed contractor for the work. Below it, remediation is not a licensed activity. Our licence, #24-6A4P4-SHMO, covers work above that threshold, and the licence number appears on every work plan we submit so your legal standing is verifiable before anything is opened.

Who performs the post-clearance test, and what happens if it fails?

An independent licensed mold assessor, never us. They sample air inside and outside the former containment zone, and counts inside must be at or below the outdoor baseline. If the test does not pass, containment stays up and we address what the sample identified before clearance is issued. The passing result goes into the job file.

Will this close my HPD violation?

Licensed remediation performed under a written work plan and supported by documented post-clearance testing is what closure requires. Painting over damage or drying a surface without addressing the cavity behind it does not close anything. Our documentation package is formatted for HPD submission.

Do we have to leave the apartment during the work?

Often not. Containment isolates the work zone and negative air pressure keeps disturbed spores moving toward filtration rather than into the rest of the unit. Whether occupants stay depends on the size of the affected area, its location, and how long containment has to remain up — we tell you before work starts, not during.

What happens to the material that comes out?

It is double-bagged, labelled and disposed of under New York State waste handling requirements, not placed in a building dumpster. You receive the disposal record as part of the job close-out, which matters when a violation or a lease dispute has to be closed on paper as well as in the building.
